Delhi High Court Directs Railways to Extend Scouts & Guides Quota to HSG
New Delhi, March 18, 2026:
In an important decision, the Delhi High Court has directed the Ministry of Railways to extend the Scouts and Guides quota to Hindustan Scouts and Guides Association (HSG).
The Court stated that denying the quota to HSG while providing it to another organization is unfair and violates the principle of equality under Article 14 of the Constitution of India. Justice Mini Pushkarna observed that both organizations work in the field of youth development and should be treated equally.
The Court also clarified that recognition by the Ministry of Youth Affairs and Sports is enough for eligibility. It said that international affiliation cannot be used as a reason to deny benefits.
This decision is expected to benefit many members of Hindustan Scouts and Guides and ensure equal opportunities in railway recruitment under the Scouts and Guides quota.


Hindustan Scouts and Guides Announces Change in National Headquarters Address
New Delhi, October 5, 2017:
Hindustan Scouts and Guides (HSG) has officially announced a change in its National Headquarters office address. The update was made after duly informing the Ministry of Youth Affairs and Sports, Government of India.
According to an official communication issued by the National Headquarters (NHQ), the new office address has been shifted to House No. A-70, Hari Vihar, Near Dwarka Metro Station, Delhi – 110078.
The change was confirmed through NHQ letter bearing Memo No: HSG/NHQ/16/2017 dated 05/10/2017. The organization stated that the relocation has been carried out to improve administrative functioning and accessibility.
Members, volunteers, and affiliated institutions have been advised to update their records and use the new address for all future correspondence.
Hindustan Scouts and Guides continues its commitment to youth development, leadership training, and community service across the country.
